The Mariposa Community Association (MCA), also known as the HOA, is professionally managed by AAM for the current owners of Mariposa East, Harvard Ventures. The board of directors of the MCA /HOA represent Harvard Ventures.
No Mariposa homeowner or private property lot owner sits on the board.
For this reason, homeowners and residents do not have any input on the decisions that are made affecting our neighborhood and we have limited transparency as to how the MCA/HOA is spending our dues money.
The MNA was formed by homeowners and residents with the purpose of protecting their interests. The MNA is working on getting a homeowner on the MCA/HOA board. The MNA provides input on various planning initiatives and infrastructure projects in our area of impact by local, state, and federal agencies. The MNA holds quarterly meetings, monitors the activities of various city and county boards and keeps the neighborhood informed of actions which could potentially directly or indirectly affect the community. The MNA consists of homeowner board members who represent and voice the concerns of their individual neighborhoods, and a board that represents the entire MNA and speaks in a united voice.

The MNA is the only organization representing the interests of Mariposa homeowners. In contrast the Mariposa Community Association (MCA) which is also known as the Homeowners Association (HOA), is operated by and to the benefit of the developer, Harvard Ventures.

It is important to have representation on the board to be better able to communicate homeowners concerns and above all to improve insight into how our dues money is spent by Harvard Ventures.

The MNA is a 501(c)3 nonprofit and is funded through voluntary contributions from Mariposa homeowners.

According to the Mariposa Community Charter, the “Founder” of Mariposa provides the governance structure and a system of standards and procedures for the overall development, expansion, administration, maintenance, and preservation of Mariposa as a master planned community. And “Founder’s Rights” are the scope of rights that the Founder has declared for itself within the Mariposa Charter, which includes certain development, administration, and expansion rights. Within the New Mexico Homeowner’s Association Act, the use of “Declarant” is used rather than “Founder,” and those rights are defined as a person or group of persons who (1) imposes on a homeowners association maintenance or operational responsibilities for common areas, easements or portions of rights of way; and (2) creates the authority in the association to impose on lots or on the owners or occupants of such lots, or on any other entity, any mandatory payment of money in connection with the provision of maintenance or services for the benefit of some or all of the lots, the owners or occupants of the lots or the common areas.

Public Improvement Districts (PIDs) are created to fund public improvements such as parks, trails, roads and utilities. In the case of Mariposa, the PID was used to fund the building of water and wastewater infrastructure including treatment plants, water storage facilities, and transmission lines. Once the improvements are installed, bonds are sold by the municipality to reimburse the developer for the costs of the public improvements. The properties benefiting from these improvements are included within the boundaries of the District. The bonds typically have a 20-year term from the date of sale. The Mariposa PID bonds run through 2032. The repayment of principal and interest to the bondholders is handled in the same manner as a resident’s property taxes. The amount of each homeowner’s annual PID payment appears on the owner’s County tax statement and is paid semiannually along with all the other typical taxes assessments levied for the area. At Mariposa, residents have the option to make an early pay-off against the PID assessment on their lot, or they can pay it off over time. When a resident sells his or her home, the remaining PID assessment simply remains in place and the new owner continues to pay down the assessment through their county tax payments.

Mariposa roads are owned and maintained by the city of Rio Rancho. Issues with safety and road maintenance can be reported to Report Rio Rancho via their website or mobile app.

The HOA is the organization that determines and assesses your HOA fees and decides how those funds are spent. The HOA also enforces the rules or standards of the community and hires landscapers and maintenance companies for the common areas (e.g., the community center). The HOA board of directors is comprised solely of the developer and builders. There is NO resident representation on the HOA board.
The MNA is 100% volunteer driven and funded by Mariposa residents. The MNA represents only the residents and is the ONLY voice advocating for residents in our community. The MNA is officially recognized by the City of Rio Rancho.

The Mariposa Neighborhood Association is a volunteer organization comprised of community residents working together to foster a cohesive community and create a unified voice to:
- Uphold the values of our master plan
- Protect the natural environment and recreational areas
- Enhance living conditions
- Continually monitor the activities of the HOA by working for transparency and holding them accountable to the residents
- Alert our residents of all critical issues impacting our community

There is no cost to belong to the MNA. However, voluntary dues of $20.00 per household per year helps to defray operating costs for resident communications (e.g., signs, printing materials, website).

The MNA quarterly meetings are typically held on the 4th Sunday at 4 p.m. in January, April, July and October in the community center.

The MNA would like to be as inclusive as possible in communicating events and activities to its members. We also respect our members privacy and do not want to lose members interest due to excessive emails, therefore we have created a monthly community interest email with the goal of allowing Mariposa residents to inform the neighborhood of their events.
This email will be sent on the 15th of each month with all non-MNA events in one message.
Requests for inclusion in the email blasts will only be considered if the requestor is a registered MNA member.
All messages must be submitted via this Community Interest Email Request Form by the last day of the prior month for publication on the 15th of the following month.
To be considered for publication, all requests must meet these criteria:
Must be a Mariposa Community event with a date, time and place. This forum is not for classified ads.
Content with editorializing around any particular belief or opinion will not be published.
It must be a group invite, nothing personal or individual. The group must be made up primarily of Mariposa residents and the event primarily for Mariposa residents.
If a request is made more than once a year, the content must be different each time. We will not repeat the same message every month.
All requests must be approved by the communication committee and rules are subject to change.
MNA's publication of these events is provided as a community service and is not an endorsement of any event. The MNA reserves the right to edit all submissions and any decision made by the MNA will be final.
